TO: Members in Weber County School District
RE: Proposed .00207 property tax increase
Weber County School District officials are proposing to increase the capital outlay levy by .000203. The increase will be in conjunction with a similar reduction in the districts debt service levy. As a result, the overall rate of the district will not increase. However, if the district does not increase the capital outlay levy, taxpayers would see a tax reduction for $100,000 property of for $11 residential, $20 for commercial.
District officials claim that the tax increase is necessary to continue to qualify for the State Capital Outlay program from which the district received just over $3 million last year. The program requires districts to levy a combined levy of .0024 for debt service and capital outlay. Due to restructuring of the districts existing debt, the debt service levy fell by approximately .000203. The district is proposing to shift this reduction in debt service to the capital outlay levy. This is the first tax increase by Weber School District since 1994.
District officials will likely ask voters to approve a bond next year to construct additional school facilities. If approved by voters, the bond will result in an increase in the districts debt service levy in order to repay the new-approved bonds. District officials are recommending to the board that if a future bond is approved, the capital outlay levy would be reduced (shifted back to debt service) to minimize the impact on taxpayers.
