TO: All Members in Farmington City

RE: Proposed Bond and Tax Increase

Voters in Farmington City will have the opportunity to vote on a $1.9 million general obligation bond in the November general election. City officials intend to use the bond to add a community center to City Hall, develop land on the city’s northwest side (Oakridge), add water playground equipment adjacent to the city pool, and install computerized water metering equipment at existing city parks.

If approved, property taxes on a $200,000 home would increase by $30 per year, a 12% increase in the city’s property tax rate. Last August, Farmington City Council approved a 28.5% increase in property tax rates, which was the largest tax hike of any school district or major city in Utah this year. Last August’s tax rate increase resulted in a $53 property tax increase for a $200,000 home. If the bond is approved, the combined property tax increase on a $200,000 home will be $83 annually.

Farmington City residents must also consider the impact of a property tax increase being proposed by the Davis County Commission. Davis County Commissioners will vote on this increase in December.

Utah taxpayers are among the most heavily taxed in the nation. Utah’s state and local tax and fee burden is 9th highest in the country and is 12.6% higher than the national average. Higher tax burdens lead to lower long term economic growth, and elected officials should seriously consider the negative impact higher taxes will have on economic growth and future tax revenues.
