Re: Proposed Tax Increase

Beaver School District is proposing a 6.1% increase in the school district’s total tax rate. If approved, the tax increase and new growth would generate $429,230 additional revenue for the school district. With new growth and the increased tax rate, the district’s property tax revenue will increase 15.4% over the previous year. The tax impact on residential and business properties is as follows:

Annual Impact of Proposed Beaver School District Tax Increase
Property   $100,000 Valuation   $200,000 Valuation
Residence*   $24.75 increase   $49.50 increase
 Business   $45.00 increase   $90.00 increase
* Residences receive a 45% exemption under state law. Business properties receive no exemptions.

The Utah Taxpayers Association opposes this proposed tax increase for the following reasons:

1. With this proposed tax increase, the district’s total tax rate will be 17% higher than the state average for school districts despite the fact that the district’s assessed valuation per student is 20% higher than the state average. To generate the same amount of property tax revenue per student as the statewide average for school districts, Beaver County School District’s total tax rate would be 17% lower instead of 17% higher.

2. Utah is currently experiencing severe economic problems. Utah’s per capita bankruptcy rate is highest in the nation and is twice the national average. Unemployment is still at historic highs. Increased taxes only exacerbate these problems.

3. In order to stimulate the economy, the federal government has significantly reduced taxes. However, much of this economic stimulus is being reduced by state and local tax increases, such as Beaver School District’s increase.

4. Utah’s total state and local tax and fee burden as a percent of personal income is 10th highest in the nation and is 12.5% higher than the national average. Higher tax burdens lead to lower long term economic growth. A tax increase at this time, especially a 6.1% increase, is not appropriate.

Beaver School District will be conducting a Truth-in-Taxation hearing on Tuesday, August 5th, at 6:00 p.m. at the Milford Elementary School in Milford.
