Re: Proposed Bond
As part of the primary election on Tuesday, June 27, Davis School District voters will be asked to approve or reject a $230 million bond to pay for the construction, renovation, and updating of schools as part of a six year, 240 - project building plan. Voter participation is expected to be about 10% of registered voters. Your Taxpayers Association is seeking legislation to require these types of tax proposals to be decided only during the November election when voter turnout is higher.
The school board is proposing the bond to address the safety and growth problems the school district is facing. The bond will pay for 6 new elementary schools, 1 new junior high, 1 new high school, as well as several additions and remodels of existing schools.
Here are some of the major projects that will be included in the bond:
New Elementary #1 - $11 million
New Elementary #2 - $11 million
New Elementary #3 - $11 million
New Elementary #4 - $11 million
New Elementary #5 - $9 million
New Elementary #6 - $9 million
Wasatch Elementary rebuild - $10 million
New Junior High - $19 million
Although the tax rate is not projected to increase with the passage of the bond, the chart below shows the tax impact of the bond compared to what the tax would have been if the district simply did not issue new debt debt. Also, since property values increase periodically, property taxes will increase over time.
The following are the estimated amounts taxes would decrease if the bond were not to pass:
Property Type |
$100,000 Valuation |
$200,000 Valuation |
2007-Residential* |
$9.02 |
$18.04 |
2007-Business |
$16.40 |
$32.80 |
2011-Residential* |
$62.04 |
$124.08 |
2011-Business |
$112.80 |
$225.60 |
* Primary residences receive a 45% exemption
Your Taxpayers Association has studied the proposal and met with district officials to discuss the building needs of the district. Residents of the district who know the condition of existing buildings and the need for new buildings should weigh that knowledge in light of the proposed bond.
Please make copies and distribute them to other voters in the district.
